The Investigative Committee of the Investigative Committee of the Russian Federation for the Primorsky Territory opened a criminal case on the grounds of a crime under Part 1 of Article 109 of the Criminal Code of the Russian Federation “Causing death by negligence” after a small child died after falling from the ninth floor.
On the last weekend of July, a three-year-old child fell from a first-floor window in Tchaikovsky. The boy cut his head.
“We ran out to hear the child crying, the child was conscious and ran home, but they didn’t open the door at home. We called an ambulance, and a drunk girl opened the door for us about the twentieth time. When she was told that an ambulance had been called, she began to snap. There was another child in the apartment, the house was a mess, dirty,” an eyewitness reports on social networks.
In the same city, a few days earlier, a three-year-old girl was left at home alone. Her mother and her youngest child were going out to the store. The girl fell from the fifth floor and was hospitalized in serious condition. Later she was transported to the Perm Regional Children's Clinical Hospital by helicopter.
A nine-year-old boy died in Ufa after he decided to find out what the weather was like outside. According to his older brother, he climbed onto the sofa that stood by the window, then onto the windowsill, opened the window, could not resist and fell down.
In Belgorod, a tragedy was avoided, but a video of a child playing on the sill of an open window in a kindergarten went viral on social networks. It shows a boy trying to get something from a nearby tree, hanging out of the window. The Belgorod Education Department is conducting an internal investigation into the incident.
A completely outrageous incident occurred in Perm on July 24. A young patient at a children's hospital fell from a window on the fourth floor.
“A seven-year-old girl who fell out of a window was in the children’s hospital on Bauman, 22 and was being treated in the endocrinology department,” the press service of the regional Ministry of Health reported. “She was in the hospital with her mother, who was completely responsible for her. At some point, the girl leaned on the mosquito net in the open window and, unable to resist, fell down. The injured child's room was on the fourth floor. Now the girl’s condition is stable, she is recovering.”
Anastasia Leontyeva, project manager at the Umka Children's Safety Academy I am sure that the fall of a seven-year-old girl from the window of a Perm children’s hospital is due to non-compliance with safety rules for a child being in the room:“Which of the adults did not check: the service staff or the parent who accompanied the child in the medical institution will become clear after an inspection at the children's clinical hospital. But in any case, in all children's institutions, special locks must be installed on the windows so that the child does not have access to opening the window. So that only an adult can do this.”
Don't realize the danger
Anastasia Leontyeva notes that most children falling out of windows occur before the age of 7 years.
“If we take this into account, the very first rule is: do not leave the child unattended, or unattended in a room with an open window,” says Anastasia. “Mosquito nets pose a great danger: children lean on them and fall out with them, so there is no need to rely on them.”

Perm police also warn that a wide open window can provoke a child to climb onto the windowsill and lead to tragedy.
“Many parents believe that a mosquito net is a barrier,” says the press service of the Main Directorate of the Ministry of Internal Affairs of Russia for the Perm Territory. “However, it only protects the apartment from insects and fluff, and is not designed for the weight of a child. A fall even from the first floor can be traumatic for a child.”
Anastasia Leontyeva strongly discourages placing furniture under windows to prevent a child from climbing onto the windowsill. In addition, blinds and roller blinds should be chosen without hanging cords and chains, with the help of which a child can climb onto the window. Prevent children from jumping on beds or other furniture located near windows.
In the heat it is difficult to live without open windows. The specialist gives recommendations on how to do this safely for children:
“During ventilation, transoms and vents should be opened. If you still need to open the window, then you do not need to open it more than 10 cm, but even from this mode the window can be easily opened by accidentally pulling the handle. And, of course, we need to explain to the child the danger of an open window due to a possible fall.”
Psychologist Lyudmila Kochkaeva I am convinced that until a certain age it is impossible and even impossible to talk to children about danger and death:
“Children before school may not be aware of this danger, the state of heights and do not understand what death is. We psychologists generally do not recommend taking children to funerals before school age; it is not useful. Children under 7-8 years old believe that they are immortal; the understanding of death comes at about 9 years old, so he will not be able to understand that an open window is dangerous and painful. If a child is in conditions where there is no adult nearby who has ensured his safety, much less created conditions where there is an incentive and desire to climb onto the windowsill and look down, then this is an unpreparedness to be a parent. A parent is not “I want and give,” but “must and must.” They don’t have children, but give birth and raise them with great responsibility and love.”
“The most common mechanisms are window locks,” explains Anastasia. - The window is simply closed with a special lock, and then the child can no longer open it to dangerous light. The baby will not be able to squeeze through the small gap and fall to the ground. At the same time, the possibility of ventilation remains. Of course, provided that the child does not know where the key to it is. Several types of such locks have been invented for plastic windows.”

Another possible protection option is to install metal bars on the windows with a mesh size of no more than 10 cm. This size will not allow a child to stick his head between the bars, otherwise the bars will be of no use. Anastasia Leontyeva warns that the grille must be opened with hinges and locked with a padlock:
“The key should be hung high off the floor, near the window, on a nail, so that a teenager and an adult can quickly open the window in 30-60 seconds in case of urgent need. In any case, only professionals should install clamps and grilles! You should not skimp on the safety of your children! You should only contact reliable companies that offer a long guarantee.”
Trouble is coming
If a passerby sees that a child is in the window and could fall at any moment, then you need to stop and call the rescue service. Anastasia Leontyeva recommends inviting other passers-by to go up to the apartment and notify the parents. At this time, if possible, it is necessary to stretch the blanket or other durable material so that before the rescuers arrive, you can secure the child’s fall.
“After this, try to come into contact with the child, if he is of contact age, to find out the reason for his presence at the window,” says Anastasia Leontyeva. - Reassure if necessary. And if there are no other obstacles, offer to climb down from the window into the apartment.”

If the tragedy could not be avoided, and the baby still fell out of the window, you should immediately call an ambulance.
The Investigative Department of the Investigative Committee for the Perm Territory told what should and can be done with a child who fell from a height before the ambulance arrived:
“The main principle here is not to harm the child. The person who has fallen out should be covered with a warm blanket and, if possible, not touched. Of course, it will be very difficult for parents and eyewitnesses of the tragic event to pull themselves together and not rush to lift the victim, but, unfortunately, these very actions can cause even greater harm - since the child may have a spinal fracture, and improper transportation will lead to a worsening of the condition . Or, at the moment the victim turns, he may experience a reflexive stop of breathing or heartbeat - in this case, the ambulance has a set of medications and equipment, while those empathizing on the spot and the parents most likely will not have all this. The only exception is if the fallen child is unconscious and has a foreign body, vomit or blood in his mouth - then he must be very carefully placed on his side.”
